Pursuant to Standing Orders 108(3)(c)(iii) and 108(3)(c)(ix) and the motion adopted by the committee on Wednesday, January 18, 2023, the committee resumed its study of federal government consulting contracts awarded to McKinsey & Company.

The Minister made a statement and, with the other witnesses, answered questions.

At 5:08 p.m., the sitting was suspended.

At 5:14 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $ 28,700, for the study of federal government consulting contracts awarded to McKinsey & Company, be adopted.

It was agreed, — That the proposed budget in the amount of $ 3,000, for the study of Supplementary Estimates (C), 2022‑23: Vote 1c under Department of Public Works and Government Services, Vote 1c under Privy Council Office, Vote 1c under Public Service Commission and Votes 1c, 10c and 30c under Treasury Board Secretariat, be adopted.

It was agreed, — That all government departments, agencies, or Crown corporations who submitted redacted documents to the committee pursuant to the motion adopted in committee on Wednesday, January 18, 2023, submit those documents to the committee in unredacted form by 12:00 p.m. Friday, March 10, 2023; and that the clerk of the committee write a letter to each department, agency, or Crown corporation that submitted redacted documents to inform them of the deadline.

ORDERED, — That, pursuant to the motion adopted by the committee on Wednesday, January 18, 2023, the committee instruct the committee analysts to review identified invoices submitted by McKinsey & Company and note the ones for which the committee has already received bilingual versions from the documents submitted by each department, agency or Crown corporation, in order to facilitate a linguistic comparative revision.

It was agreed, — That the second report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Wednesday, February 15, 2023, to consider the business of the committee and agreed to make the following recommendations:

1. That the committee invite Public Services and Procurement Canada, Treasury Board of Canada Secretariat, and the Parliamentary Budget Officer to appear before the committee for the consideration of the Supplementary Estimates (C) for the fiscal year ending March 31, 2023.

2. That the committee invite Public Services and Procurement Canada, Treasury Board of Canada Secretariat, the Parliamentary Budget Officer, and the Public Sector Pension Investment Board to appear before the committee for the consideration of the Main Estimates 2023‑24.

3. ORDERED, — That the unredacted documents submitted to the committee by GCstrategies in the context of its study of the ArriveCAN application and in response to the motion adopted by the committee on Thursday, October 20, 2022, be retained by the clerk’s office until the end of the first session of the 44th Parliament, and thereafter be destroyed.

4. ORDERED, — That the unredacted documents submitted to the committee in the context of its study of federal government consulting contracts awarded to McKinsey & Company and in response to the motion it adopted on Wednesday, January 18, 2023, be retained by the clerk’s office until the end of the first session of the 44th Parliament, and thereafter be destroyed.

5. That the committee consider Bill C‑290, An Act to amend the Public Servants Disclosure Protection Act on Monday, May 1, 2023, and on Wednesday, May 3, 2023.

6. That, in the context of the study of federal government consulting contracts awarded to McKinsey & Company, the witnesses appearing in the draft work plan be approved and that the Chair, in conjunction with the clerk and analysts, be authorized to select witnesses for upcoming committee meetings.

7. That the committee’s priorities for spring 2023 be as follows:

It was agreed, — That, in relation to the study of the National Shipbuilding Strategy, the delegation for the committee’s travel to Victoria, British Columbia, Vancouver, British Columbia, Québec, Québec, Lévis, Québec, and Halifax, Nova Scotia, in the spring 2023, be comprised of the following:

3 members of the Liberal Party,

2 members of the Conservative,

1 member of the Bloc Québécois,

1 member of the New Democratic Party.

It was agreed, — That, in relation to the study of the National Shipbuilding Strategy, the committee divide its intended travel for spring 2023 into two distinct visits: Victoria, British Columbia, Vancouver, British Columbia; and Québec, Québec, Lévis, Québec, and Halifax, Nova Scotia; that the travel budgets be prepared to reflect the two separate travel dates; and that the necessary staff do accompany the committee.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, October 6, 2022, the committee resumed its study of Travel Expenditures Related to the Office of the Governor General's Secretary since 2014.

The committee commenced consideration of a draft report.

At 5:40 p.m., the committee adjourned to the call of the Chair.
