Pursuant to Standing Order 108(3)(c) and the motion adopted by the committee on Monday, October 17, 2022, the committee resumed its study of the ArriveCAN application.

The witnesses made statements and answered questions.

Motion

Garnett Genuis moved, — That the committee send for all contracts between a government department, agency or Crown Corporation and GC Strategies, Dalian, or Coradix over the last eight years; and that the documents be submitted to the clerk of the committee by next Tuesday, October 31, 2023.

At 4:40 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed.

Debate arose thereon.

Amendment

Majid Jowhari moved, — That the motion be amended by replacing the words “last eight years” with the words “going back at least twelve years”; and by replacing the words “by next Tuesday, October 31, 2023” with the words “by the following Tuesday, November 7, 2023”.

Gord Johns moved, — That the amendment be amended by replacing the words “by the following Tuesday, November 7, 2023” with the words “in three weeks”.

The question was put on the subamendment of Gord Johns and it was agreed to.

Julie Vignola moved, — That the motion be amended by adding the word “unredacted” before the word “documents”.

It was agreed,— That the motion be amended by adding the words ''in both official languages'' after the words ''clerk of the committee''.

Motion

Garnett Genuis moved, — That the committee publish on its website information received by Botler.

After debate, it was agreed, — That the committee would receive documents from Botler and then consider whether to publish the documents on the committee's website.

Questioning of the witnesses resumed.

ORDERED, — That the clerk inform Public Services and Procurement Canada (PSPC) that the committee sends for:

a) proof of valid security clearances of any individuals who worked on all contracts between a government department, agency or Crown Corporation and GC Strategies, Dalian, or Coradix going back at least twelve years, and that the clearances were verified and validated by PSPC;

b) consent of any individual who is named on any task authorization related to point a);

and that all documents be provided to the committee no later than three weeks following the adoption of this motion.

Questioning of the witnesses resumed.

At 5:48 p.m., the committee adjourned to the call of the Chair.
