Crystal Semaganis and Denis Carignan made statements and answered questions.
Parm Bains moved, — That, given the Chair made a unilateral decision to cancel the meeting on Tuesday, October 10, 2024, then called a meeting with less than the usual practice of 48 hours of notice during a House adjournment week without consulting other parties, the committee members request that the Chair consult and obtain the consensus of the parties for calling meetings during House adjournment weeks and respect a minimum 48-hour notice period, while adhering, as much as possible, to the committee’s usual schedule.
RULING BY THE CHAIR
The Chair ruled the motion inadmissible as it is a substantive motion that is unrelated to the study underway, and therefore 48 hours’ notice must be provided, in accordance with the rules of the committee.
Whereupon, Parm Bains appealed the decision of the Chair.
The question: ''Shall the decision of the Chair be sustained?'' was put and the decision was overturned on the following recorded division:
YEAS: Kelly Block, Larry Brock, Garnett Genuis - 3;
NAYS: Jenica Atwin, Parm Bains, Taylor Bachrach, Majid Jowhari, Julie Vignola, Sameer Zuberi - 6.
Accordingly, the Chair's decision was overturned.

Garnett Genuis moved, — That the committee proceed to the questioning of the witnesses for the study of Indigenous procurement.
The question was put on the motion and it was negatived on the following recorded division:

Garnett Genuis moved, — That the motion be amended by deleting the words “given the Chair made a unilateral decision to cancel the meeting on October 10th, 2024, then called a meeting with less than”, the words '', the committee members'', des mots ''and respect a minimum 48-hour notice period, while adhering, as much as possible, to the committee’s usual schedule'', and by adding the words ''the chair adhere to the'' after the word ''That,'' and the word ''or'' after the words ''other parties''.
Debate arose thereon.
