The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the President of the Treasury Board and officials appear before the committee on Wednesday, May 3, 2023, to study the Main Estimates 2023‑24.

It was agreed, — That the Auditor General's office be given access to the confidential unredacted documents related to the committee’s study on the ArriveCAN application.

It was agreed, — That the proposed budget in the amount of $ 14,000, for the study of Bill C‑290, An Act to amend the Public Servants Disclosure Protection Act, be adopted.

It was agreed, — That the proposed budget in the amount of $ 3,000, for the study of the Main Estimates 2023‑24, be adopted.

ORDERED, — That the clerk of the committee, in consultation with the Chair, prepare a draft budget respecting the committee's proposed travel to Québec, Québec, Lévis, Québec, and Halifax, Nova Scotia, in relation to its study of the National Shipbuilding Strategy, for consideration by the committee.

ORDERED, — That the clerk of the committee, in consultation with the Chair, prepare a draft budget respecting the committee's proposed travel to Victoria, British Columbia, and Vancouver, British Columbia, in relation to its study of the National Shipbuilding Strategy, for consideration by the committee.

The committee resumed consideration of the motion of Michael Barrett moved on Wednesday, March 29, 2023, which read as follows:

That the clerk of the committee send further correspondence to the departments to have them comply with the order from the committee; and that those departments who do not comply with the committee’s order by Wednesday, April 12, 2023, be reported to the House.

The Chair ruled the motion inadmissible as the date under consideration had passed.

Motion

Michael Barrett moved, — That the seventh report, as amended, be adopted and that it be reported to the House.

Debate arose thereon.

The question was put on the motion and it was negatived on the following recorded division:

Motion

Julie Vignola moved, — That, pursuant to the order of reference of Wednesday, February 15, 2023, concerning Bill C‑290, An Act to amend the Public Servants Disclosure Protection Act, the committee invite the following witnesses to appear regarding the protection of federal public servants who disclose wrongdoing:

a) Pamela Forward, President of the Board of Directors of Whistleblowing Canada;

b) Joanna Gualtieri, lawyer;

c) Luc Sabourin, former employee of the Canada Border Services Agency;

d) Julie Dion, former employee of the Canada Border Services Agency; and

e) Tom Devine, Legal Director, Government Accountability Project;

And that the committee allocate Wednesday, April 19, 2023, and Wednesday, April 26, 2023, to hear these witnesses.

Debate arose thereon.

Amendment

Gord Johns moved, — That the motion be amended by deleting the word “And” following the word “Project”, and by adding after the words “to hear these witnesses” the following: “; and that committee members provide their lists of further witnesses on the topic to the clerk of the committee by 12 p.m. on Wednesday, April 19, 2023”.

After debate, the question was put on the amendment of Gord Johns and it was agreed to.

The motion, as amended, read as follows:

That, pursuant to the order of reference of Wednesday, February 15, 2023, concerning Bill C‑290, An Act to amend the Public Servants Disclosure Protection Act, the committee invite the following witnesses to appear regarding the protection of federal public servants who disclose wrongdoing:

It was agreed, — That the deadline for amendments to be submitted to the clerk of the committee for Bill C-290, An Act to amend the Public Servants Disclosure Protection Act, be 12 p.m. on Wednesday, May 3, 2023.

It was agreed, — That the committee commence clause-by-clause consideration of Bill C‑290, An Act to amend the Public Servants Disclosure Protection Act on Monday, May 8, 2023.

Motion

Gord Johns moved, — That in regards to the motion adopted on Wednesdaym January 18, 2023, for the committee to undertake a study regarding the federal government consulting contracts awarded to McKinsey & Company, the committee requests the total cost to date and estimated costs to complete part (c) and (d) of the motion, broken down by cost type and by each department, agency, or Crown Corporation, and that this information be provided by 5:00 p.m. on Friday, May 5, 2023.

Debate arose thereon.

Amendment

Michael Barrett moved, — That the motion be amended by replacing the words “committee request” with the words “Parliamentary Budget Officer provide”.

After debate, the question was put on the amendment of Michael Barrett and it was agreed to.

The question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That, in regards to the motion adopted on Wednesday, January 18, 2023, for the committee to undertake a study regarding the federal government consulting contracts awarded to McKinsey & Company, Parliamentary Budget Officer provide the total cost to date and estimated costs to complete part (c) and (d) of the motion, broken down by cost type and by each department, agency, or Crown Corporation, and that this information be provided by 5:00 p.m. on Friday, May 5, 2023.

It was agreed, — That, when undertakings are given by witnesses at committee meetings to provide further answers to questions or follow up information, the witnesses be given three weeks to provide the committee with a written response, if a response is not received within the specified time that the committee invite the appropriate accounting officer to appear before the committee to explain why the information has not been provided in the time requested.

At 5:16 p.m., the committee adjourned to the call of the Chair.
