Pursuant to Standing Order 108(3)(c) and the motion adopted by the committee on Monday, October 17, 2022, the committee resumed its study of the ArriveCAN application.

Erin O’Gorman, Michael Mills, Jennifer Lutfallah and Kristina Casey made statements and, with Christopher Allen, Kelly Belanger, Ron Cormier, Ted Gallivan and Jonathan Moor, answered questions.

At 12:15 p.m., the sitting was suspended.

At 12:18 p.m., the sitting resumed.

Questioning of the witnesses resumed.

It was agreed, — That the speaking notes presented today by the Canada Border Services Agency, Public Works and Government Services Canada, the Public Health Agency of Canada, and Shared Services Canada, be taken as read and appended to the Evidence of today's meeting.

On motion of Gord Johns, it was agreed, — That the committee recommend the Procurement Ombudsman assess whether contracts awarded by departments in relation to the ArriveCAN application were issued in a fair, open, and transparent manner, and whether contracts awarded on a noncompetitive basis were issued in compliance with the Financial Administration Act, its regulations, and applicable policies and procedures.

At 12:54 p.m., the committee adjourned to the call of the Chair.
