Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, February 1, 2022, the committee resumed its study of the air defence procurement projects.

Alain Pelletier made a statement.

At 1:32 p.m., the sitting was suspended.

At 1:33 p.m., the sitting resumed.

Jonathan Quinn and Jeannot Boucher made statements and, with Alain Pelletier, answered questions.

At 2:22 p.m., the sitting was suspended.

At 2:23 p.m., the sitting resumed.

Mike Mueller made a statement and answered questions.

On motion of Pierre Paul-Hus, it was agreed, — That, in the context of its study of air defence procurement projects, the committee send for the following information from Public Services and Procurement Canada related to change orders and modifications as well as design and spec changes and modifications incurred to date to fix the technical and mechanical problems that have afflicted the CC-295 Kingfisher aircrafts since their purchase: additional costs, briefing notes, procurement schedules and deadlines for completing the work to make them operational; and that these documents be submitted no later than noon (ET) on Friday, July 22, 2022.

Questioning of the witness resumed.

On motion of Kelly McCauley, it was agreed, — That the committee requests that the Office of the Parliamentary Budget Officer undertake a costing analysis of the active life cycle costs for the Canadian Surface Combatants, including decommissioning and disposal, and that the report containing this analysis be presented to the Chair of the committee by Thursday, October 27, 2022.

Questioning of the witness resumed.

At 2:57 p.m., the sitting was suspended.

At 3:01 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in relation to the study of the National Shipbuilding Strategy, the proposed budget in the amount of $52,537.80, for the committee’s travel to Lévis, Quebec, Québec, Quebec, Halifax, Nova Scotia, and Dartmouth, Nova Scotia, in summer/fall 2022, be adopted and that the Chair present the said budget to the Subcommittee on Budgets of the Liaison Committee.

It was agreed, — That, in relation to the study of the National Shipbuilding Strategy, the proposed budget in the amount of $55,037.80, for the committee’s travel to Victoria, British Columbia, and Vancouver, British Columbia, in summer/fall 2022, be adopted and that the Chair present the said budget to the Subcommittee on Budgets of the Liaison Committee.

It was agreed, — That the order adopted by the committee on Tuesday, May 31, 2022, pertaining to the adoption of a budget for travel, be discharged.

At 3:04 p.m., the committee adjourned to the call of the Chair.
