Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, February 1st, 2022, the committee resumed its study of outsourcing of contracts.

The witness made statements and answered questions.

At 12:00 p.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in relation to the study of the National Shipbuilding Strategy, the proposed budget in the amount of $112,974.46, for the committee’s travel to Victoria, British Columbia, Vancouver, British Columbia, City of Québec, Québec, Lévis, Québec, and Halifax, Nova Scotia, in the Winter 2023, be adopted and that the Chair present the said budget to the Subcommittee on Budgets of the Liaison committee.

It was agreed, — That, in relation to the study of the National Shipbuilding Strategy, the delegation for the committee’s travel to Victoria, British Columbia, Vancouver, British Columbia, City of Québec, Québec, Lévis, Québec, and Halifax, Nova Scotia, in the Winter 2023, be comprised of the following:

3 members of the Liberal Party,

2 members of the Conservative,

1 member of the Bloc Québécois, and

1 member of the New Democratic Party.

It was agreed, — That, in relation to the study of the National Shipbuilding Strategy, the clerk of the committee be authorized to make the necessary arrangements for hospitality during the committee's travel to Victoria, British Columbia, Vancouver, British Columbia, City of Québec, Québec, Lévis, Québec, and Halifax, Nova Scotia, during the winter of 2023.

It was resolved, — That, in the opinion of the committee, the motion containing a recommendation to the Procurement Ombudsman, adopted by the committee on Monday, November 14, 2022, and the request made to the Procurement Ombudsman on Thursday, November 10, 2022, by Gord Johns, M.P., should be treated as separate requests.

It was agreed, — That, in relation of the study of the ArriveCAN application, the version of the documents submitted by GCStrategies, which are redacted by the Office of the Law Clerk and Parliamentary Counsel, pursuant to the order adopted by the committee on Thursday, October 27, 2022, be posted on the committee’s web page.

At 12:44 p.m., the committee adjourned to the call of the Chair.
