Pursuant to Standing Order 108(3)c) and the motion adopted by the committee on Tuesday, September 17, 2024, the committee resumed its study of indigenous procurement.

Angela Jaime and Natan Obed made statements and, with the other witness, answered questions.

At 11:26 a.m, pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.

Questioning of the witnesses resumed.

It was agreed, — That the committee order the production of papers showing the percentage of federal government contracts currently awarded to duly identifiable Inuit businesses.

At 11:54 a.m., the meeting was suspended.

At 12:07 p.m., the meeting resumed.

Questioning of the witnesses resumed.

Motion

Garnett Genuis moved, — That the committee report to the House its recommendation that companies who engage in Indigenous identity fraud should be barred from accessing any government contracts.

Debate arose thereon.

Amendment

Charles Sousa moved, — That the motion be amended by deleting the words “report to the House its” and the words “barred from” and by adding after the word “committee” the words “agree to include in its study report on Indigenous procurement the” and after the words “should be” the words “subject to the ineligibility and suspension policy in”.

After debate, the question was put on the amendment and the result of the vote was announced:

YEAS: Parm Bains, Majid Jowhari, Irek Kusmierczyk, Heath MacDonald, Charles Sousa — 5;

NAYS: Kelly Block, Garnett Genuis, Marilène Gill, Lori Idlout, Stephanie Kusie — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

On motion of Garnett Genuis, it was agreed, — That the committee report to the House its recommendation that companies that engage in Indigenous identity fraud should be barred from accessing any government contracts and that the committee request a comprehensive government response.

It was agreed, — That, for the study on Indigenous procurement, the Chair be authorized to invite the First Nations of Quebec and Labrador Economic Development Commission and Nunavut Tunngavik Incorporated to appear again by Tuesday, December 17, 2024.

At 1:05 p.m., the meeting was suspended.

At 1:08 p.m., the meeting resumed.

At 1:16 p.m., the committee adjourned to the call of the Chair.
