Pursuant to Standing Order 108(3)c) and the motion adopted by the committee on Tuesday, September 17, 2024, the committee resumed its study of indigenous procurement.

The Minister made a statement and, with the other witnesses, answered questions.

It was agreed, — That, in relation to the procurement study for Indigenous businesses, the Office of Supplier Integrity and Compliance be invited to appear.

Questioning of the witnesses resumed.

At 12:00 p.m., the meeting was suspended.

At 12:11 p.m., the meeting resumed.

Pursuant to Standing Order 108(2), and the motion adopted by the committee on Wednesday, July 24, 2024, the committee resumed its study of the purchase of the official residence of the Consul General in New York.

The witnesses answered questions.

At 12:29 p.m., the meeting was suspended.

At 12:31 p.m., the meeting resumed.

Questioning of the witnesses resumed.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed supplementary budget in the amount of $2,500, for the study of the purchase of the official residence of the Consul General in New York, be adopted.

It was agreed, — That the proposed budget in the amount of $750, for the study of the report of the Office of the Parliamentary Budget Officer on economic and fiscal outlook – October 2024, be adopted.

It was agreed, — That the proposed budget in the amount of $1,250, for the study of resources for the offices of the Public Sector Integrity Commissioner and the Procurement Ombud, be adopted.

Motion

Garnett Genuis moved, — That the committee call on Randy Boissonault, Minister of Employment, Workforce Development and Official Languages, to immediately resign from cabinet, and that this be reported to the House.

A point of order was raised as to the procedural acceptability of the proposed motion.

RULING BY THE CHAIR

The Chair ruled the proposed motion inadmissible as it does not require a 48 hours notice since the Committee had moved to the consideration of its business when it reviewed the budget proposals.

Whereupon, Parm Bains appealed the decision of the Chair.

The question: ''Shall the decision of the Chair be sustained?'' was put and the decision was sustained on the following recorded division:

YEAS: Jenica Atwin, Parm Bains, Majid Jowhari, Wayne Long, Charles Sousa - 5;

NAYS: Rachel Blaney, Kelly Block, Garnett Genuis, Stephanie Kusie, Julie Vignola - 5.

Accordingly, the Chair's decision was sustained.

The debate on the motion continued.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Rachel Blaney, Kelly Block, Garnett Genuis, Stephanie Kusie — 4;

NAYS: Parm Bains, George Chahal, Majid Jowhari, Wayne Long, Charles Sousa, Julie Vignola — 6.
