The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Monday, January 24, 2022, to consider the business of the committee and agreed to make the following recommendations:

  1. That the committee invite the Minister of Public Services and Procurement to appear for two hours to answer questions on her new mandate letter and important issues related to procurement.
  2. That the committee invite the Procurement Ombudsman to appear for two hours to answer questions on his recent reports.
  3. That the committee invite the Parliamentary Budget Officer to appear for two hours to answer questions on his report on the Polar Ice-breaker Project, which was presented to the House of Commons in December 2021.
  4. That the committee invite representatives of Canada Post to appear for two hours to answer questions on its financial results and to appear for two hours to discuss the status of Canada Post’s services.
  5. That, pursuant to Standing Order 108(2), with respect to air defence procurement projects, the committee undertake a study of procurement objectives and the achievement of these objectives, including the bidding process for the replacement of the CF-18 fleet and other equipment required for national air defense, and receive an update on the current operational capabilities; that the committee consider the Second report of the Standing Committee on National Defence titled “Canada and the Defence of North America: NORAD and Aerial Readiness” presented in 2016, the public testimony gathered prior to its publication, and Canada’s defence policy “Strong Secure and Engaged”; and that the committee report its findings to the House.
  6. That, pursuant to Standing Order 108(2), the committee undertake a study of the current status of the National Shipbuilding Strategy; that the committee invite the Minister of Public Services and Procurement, the Minister of National Defence and government officials to address this issue; that the committee hold a minimum of five meetings on this issue; that the committee report its findings and recommendations to the House; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; and that the committee consider the Sixth report of the Standing Committee on National Defence titled “The Readiness of Canada's Naval Forces” tabled in 2017, the public testimony gathered prior to its publication, and Canada’s defence policy “Strong Secure and Engaged”.
  7. That pursuant to Standing Order 108(2), the committee undertake a study on the outsourcing of contracts in public services and procurement and identify opportunities where the government can achieve best value for money by using in-house, unionized workers instead of outsourced hires, including but not limited to IT contracts; that the committee have no less than four meetings to hear from witnesses; that the committee request testimony from the President of the Treasury Board and any relevant government officials; that the committee report its recommendations to the House and that, pursuant to Standing Order 109, it request that the government table a detailed response to the report.
  8. That, pursuant to Standing Order 108(2), the committee undertake a study of diversity in procurement including methods and practices to improve minority-led business participation with a focus on businesses owned and operated by under-represented groups including Indigenous-, Black-, racialized-, women-, and LGBTQ2-led businesses in the federal procurement process; that the committee devote at least 4 meetings to this; and that the committee report its findings to the House.

It was agreed, — That the committee’s priority be its study of air defence procurement projects and its study of the National Shipbuilding Strategy and that these studies be considered simultaneously, and that the committee’s study of the outsourcing of contracts and its study of diversity in procurement be considered simultaneously at a later time.

It was agreed, — That, in the context of its study of air defence procurement projects and its study of the National Shipbuilding Strategy, members be requested to submit their witnesses, in priority order, to the clerk of the committee, by Friday, February 11, 2022.

It was agreed, — That, in the context of its study of the outsourcing of contracts and its study of diversity in procurement, members be requested to submit their witnesses, in priority order, to the clerk of the committee, by Friday, February 18, 2022.
