Pursuant to Standing Order 108(2) and the motion adopted by the committee on Friday, January 21, 2022, the committee resumed its study of outsourcing of contracts.

Michael Mills made a statement and with, Dominic Laporte, Catherine Poulin and Kirk Albert, answered questions.

Motion

Majid Jowhari moved, — That the committee resume debate on the proposed motion of Matthew Green on Wednesday, June 19, 2024, which reads as follows:

That, taking into consideration the House of Commons administration will block times during the summer for technical blackouts when committees will be unable to meet, and that summer is a time when members spend time in their constituencies, meeting with constituents and attending community events, the members of this committee and sub-committee agree not to meet during the summer recess except for meetings under Standing Order 106.4.

RULING BY THE CHAIR

The Chair ruled the motion out of order because the timeline outlined has already passed.

Whereupon, Majid Jowhari appealed the decision of the Chair.

The question was put on the question “Shall the decision of the Chair be sustained?” and the decision was overturned on the following recorded division:

YEAS: Michael Barrett, Kelly Block, Larry Brock, Julie Vignola — 4;

NAYS: Majid Jowhari, Irek Kusmierczyk, Lloyd Longfield, Heath McDonald, Peter Julian — 5.

Accordingly, the decision of the Chair was overturned.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Majid Jowhari, Peter Julian, Irek Kusmierczyk, Lloyd Longfield, Heath MacDonald — 5;

NAYS: Michael Barrett, Kelly Block, Larry Brock, Julie Vignola — 4.

At 11:20 a.m., the meeting was suspended.

At 11:24 a.m., the meeting resumed.

The debate continued.

At 1:01 p.m., the committee adjourned to the call of the Chair.
