It was agreed, — That, notwithstanding any previous decisions, members be given more time to consider the documentation received regarding the government list of qualified Indigenous businesses, and that any action by the committee in relation to that documentation be the subject of a new motion after the summer.
It was agreed, — That, regarding the study of postal service in Canada’s rural and remote communities, John Anderson be again invited to appear in the fall, provided that he provides the clerk with his speaking notes for today, which will be translated and distributed to committee members, and that the committee hear from additional witnesses in the fall before completing a report on the matter.
At 5:28 p.m., the meeting was suspended.
At 5:33 p.m., the meeting resumed.
The Minister made a statement and, with the other witnesses, answered questions.
Matthew Green moved, — That, as per the usual practice of House of Commons standing committees, the committee shall not meet during Parliament’s summer recess unless the requirements of Standing Orders 106(4) are met.
RULING BY THE CHAIR
The Chair ruled the motion inadmissible because it was moved outside the “Committee Business” section and because it had already been moved at a previous meeting and on which debate had adjourned.
Whereupon, Matthew Green appealed the decision of the Chair.
The question was put on the question “Shall the decision of the Chair be sustained?” and the decision was overturned on the following recorded division:
YEAS: Block, Genuis, Kusie — 3;
NAYS: Bains, Green, Jowhari, Powlowski, Kusmierczyk, Sousa, Vignola, — 7.
Accordingly, the decision of the Chair was overturned.

Matthew Green moved, — That, taking into consideration the House of Commons administration will block times during the summer for technical blackouts when committees will be unable to meet, and that summer is a time when members spend time in their constituencies, meeting with constituents and attending community events, the members of this committee and subcommittee agree not to meet during the summer recess except for meetings under Standing Order 106.4.
Debate arose thereon.
At 6:28 p.m., the committee adjourned to the call of the Chair.
